Dump Valve?

You will have to excuse my basic knowledge of cars (only 15) I believe that a dump valve is the thing on cars which make the decent (whushhhhh) sound when you change gear? (Hope I am right)
Anyway does anybody have them on their scoob and what other difference does it make?

you got in one
the whoosh sound is air venting straight out and helps the turbo maintain high revs thus reducing lag
i ain't gonna get more techy than this (as i will prob get flamed )
