how do i get the boost to standard?

Had my UK MY98 rr'd the other week, and it peaks @ 13psi and holds just under 12. Looking at other peoples charts, this seems low (others tended to peak @ 14.5-15psi and hold above 13). Is there any reason why? Ando also, is there an easy (and cheap) way to get it back?
I am fitting a replacement BOV this weekend will this cure - or is it more likely to be the wastegate? Apologies, I am a total nonce when it comes to engines etc!!!!

One thing you have to consider is that not all boost gauges read correctly!!!
I do wonder why all Scooby's tend to lose their boost, all other turbo cars that I have owned EVO's, RX7's, Quattro's, Supra's have manged to hold the boost all the way through the rev's?
My WRX STI RA peaks at 14psi and then drops to 11psi on my gauge which does seem low!

I do not have a boost guage, this was the boost sensor icorporated into the rolling road readout - therefore, should be calibrated the same for all car's running that day?
