subaru impreza wont start from cold

I currently own a 1995 subaru impreza sti type ra. The annoying problem is that the car wont start form cold. The car takes about 10 starts before i can get it to tickover. The car starts fine from hot, but leave it for a couple of hours and the problem is back. At the same time the fan is also stuck on. I've reset the ECU a couple of times now. After doing this the cars fine for about a day then the problem returns. When resetting the ecu the fan also returns to normal, but as soon as the problem returns the fan becomes stuck on again.

Its almost certainly the water temp sensor.

When this fails the ECU defaults to an 80degC engine temp. So when you try and start from cold, the ECU doesn't activate the cold start routines.

Question

Pete would it probably be the same for mine? which starts but only after a 2nd attempt, when the temperature changes outside, after its been standing all day? its a MY99. ed to say only does it now and again, not each time I start it.
