MOT fail - lamda value

Hi
My my94 Legacy 2L (not turbo) has just failed the MOT on a low Lamda reading from the exaust emisions check, HC 68(max allowable value 200)Lamda reading .93 (range .97 - 1.2)
Any ideas what could be causing this? (It has recently had a new, OE, Lamda sensor.

If you have a new sensor then the cat is probably just not hot enough, what was the CO reading ... that will tell the tale, car was running tooo rich still, best thing is to give it a good spanking and then do the emmissions test straight off with no delay.
