hitting fuel cut or Lazy Maf ?

MY 99 RB5 seems to be making lower boost at times when you go to overtake ( quick downshift ) it sits around 10 psi. Then with a lift off and on again it takes off. Am I hitting the fuel cut on the first on power or is the maf not seeing the increase in air flow
This is only happening every now and again in cold and hot conditions and I've only seen 17.5 psi peak on the guage.

Half boost in 2nd gear after holding it on steady throttle briefly at about 3000 RPM - it is a noise regulations control device to pass the drive by noise tests. All the ECUs do it - original, PPP, Ecutek. You maybe notice it more now since the difference between the lower boost level and your new boost level is quite marked. ON a standard car running maybe 8 PSI for noise regs, then only say 12 or 13 PSI in 2nd gear you might not notice it so much. A Dawes will get rid of it, but you need a Knocklink to give you a safety warning.
