Wastegate sticking?

I am suffering from only having 0.5 bar of turbo boost and the dealer has suggested that my wastegate may be sticking? Does anyone know how I can test this theory and if so what can be done about it? (MY97 UK).
I have tried cleaning my boost solenoid, but this made no difference. I have a dawes ready to go on, but would like to get it running right first.
Any help would be appreciated.

Is it a Subaru dealer that has told you this?
It may be that the ECU is being fed information (fault) to tell it to restrict the boost to the wastegate setting, which as std has a 0.5 bar actuator.
With the turbo's heatshield out the way, you can pull on the wastegate actuator arm to see if it physically moves freely enough.
Check all associated hoses in the vicinity of the actuator as well.
There's more but it's something to be getting on with.

I suppose another quick one is to fit a hose between the turbo outlet and wastegate actuator direct. The car should then boost to 0.5 bar.
If that is the case then the actuator is alright and must be something else causing the problem.

Thanks Alan, I did a full clean of the solenoid again, but it made no difference. I then decided to fit the dawes, got 0.6 bar, wound it down and now get 0.9 with 1 bar peak. All I can say is WOW having been used to 0.5 bar, 0.9 makes it fly!!!
Does this mean that my boost solenoid was dead?(I had the car checked on the monitor last week and it was showing no error codes).
I'm slightly worried that I may be damaging the car if it was something else limiting the boost. Any ideas?
