iPhone 4 IOS upgrade issue

iPhone 4 IOS upgrade issue
I have in my possession an iPhone4.
It is on IOS 6.1.2. I would like to upgrade it to IOS 7. The Settings section tells me there is an update available to IOS 6.1.3 which I presume I need to load first.
However on trying to do so it asks me to agree to the terms which I do and then says Verifying Update after which it says 'IOS 6.1.3 failed verification because you are no longer connected to the Internet'.
Trouble is I am connected. Full wi-fi and can download email and search the web in Safari.
I looked it up on the Apple Support forums and the suggestion was to close down all running apps and power cylcle the phone and all would be well, but it still does it.
So... any ideas?

You should b able to upgrade from 6.1.2, my old 4 says update is available to 7.0.2, but won't be upgrading. You won't be able to upgrade to 6.1.3 as this version is no longer signed. Does it have a sim in it and are you trying to do this via iTunes?

There are a couple of odd things when going from 6.x to 7.x. They seem specific to when you do an OTA upgrade.
One such example is it losing the selected dictionary. So when you have upgraded you'd go and try and use the "Define" option when you have some text selected and it will tell you there is no definition found.
Sometimes you'll see a "Download Dictionary" option, other times you wont.
To get the Dictionary back, open Notes, type a word, highlight it, select Define, then select Manage and you can then install a single or multiple dictionary. After that, the definition works.
I've seen that one on a couple of devices, all updated via OTA. If you do an update / restore via iTunes, you don't see it.
This did catch me out, as I had people updating to our latest app and then stating the dictionary does not work, and when looking at it on multiple devices it was working. It's only when one of the team mentioned seeing it and upgrading via OTA that we clicked as to that being the cause.

Mine is still very slow on some app launches, I think maybe I just need to clear out the thousands of emails and photos.
It's definitely worth the upgrade, I'm just conscious that since the upgrade some apps are just a little slow at booting, unless that an app update issue in itself (I've app auto update enabled). eBay seems to the worse, it got better once I uninstalled and reinstalled, but it's still slow. Messages and call app is definitely slower to respond, but not critical, just more erm......is it working???? Press again........press again and eventually it's turbo spools and processes the request.

Don't think I'll bother to be honest. Forced upgrades to run an app are one thing, but my iPad 1 has got worse with every update and many websites crash Safari. It is like a PC used to be, but without the usability, although Windows 8.1 on my few months old tablet has a poor email app which doesn't show hyperlinks and hangs/crashes a bit.
