Think they have been shown to be fakes. Some site did some messing around with the exposure and it looks like it was an iPhone 5 in a plastic case.
That isn't to say that a low cost phone is not on the way. It would make sense for emerging markets. Doubt there will be a mention next week at WWDC thought (will likely be mention of updated laptops and possibly a new Mac Pro)

I'd say the aim is for emerging markets, whom would probably not go for the rather expensive normal iPhone, but a low cost version could well appeal to them.
Steve likely signed off on this before his death. There were quite a few products / plans in the pipeline. I'm sure Steve and Jony (Ive), would have collaborated over how a low-cost phone would still look like a premium product. Jony isn't stupid, he would not release something that would seemingly cheapen the brand.
