Have a read of this. Bottom line, you cannot do it as iPhone does not store things on the SIM.
If you were getting a new iPhone and you have a Mac / or Outlook, sync to Address book or outlook via iTunes, then grab the new phone and sync it back.
If you're not getting another iPhone, then there isn't much you can do from what I can see, well, not without Jailbreaking the phone.

Sorted my dad out with a Nokia Lumia 800, when I set it up it had a process where it directed you through to bluetoothing the contacts from one phone to the other. Was really slick. So, depending on the phone you're getting you might be ok?

Sync your contacts with your PC or Email account. Then do the same with your new phone. It's a good thing to do as losing your phone doesn't mean you lose your contacts.
