So, my keyboard developed this fault where an apostrophe or double quote would not appear until i pressed the next key. so, if i typed 'bob', i would see the ' and first b at the same time. it's the only key to do this on the entire keyboard.
a quick google and it is a known problem. dead keys.
and there's an MS app so you can edit your keyboard layout and reset these dead keys. you have to create a setup package and run this to install your custom keyboard.

not heard of that before 
what about using the keyboard regional stuff to set to a different layout then back again
