I've just bought a webcam. What's the deal with recording mini sequences of video for use on the Internet?

I was going to use it for my website.....

I figure I've got 2 options -

1. Stream live footage onto the internet at specific times (NO idea how to do this!!!)
2. Record movies (30 sec clips probably) and have them viewable/downloadable from my website. (again, NO idea how to do that!!!)

I've got a DV cam that I'm using at present for the movie clips, but it's a bit cumbersome to setup for the live stuff.

Are there any sites/chats that allow the use of webcams? ScoobyChat maybe ?
