IIRC, they can be static or dynamically assigned...

if you share the ISP and are in the same locale as someone else you can very well use the same IP address at different times. They are generally dynamically allocated, so should not be used as the only reason to identify someone.

Yes it can happen as many ISPs use proxy servers and/or network address translation to mediate the number of nodes on the net against the number of IP addresses available.

What this means is that your real IP address may be different to the one presented to the Internet. AOL ,for instance, use proxy servers all the time and it is these addresses that are presented to websites meaning that you and someone on the same part of the network could appear to have the same IP address to the website software.

Also a lot of web site admins ban IP ranges rather than single IP addresses. Again this is to combat the fact that proxy servers are usually configured in arrays and if a troublesome user appears on one address and quick reboot means he may appear on a different address but in the same sub net (or he may even get a slightly different address each visit to the site even if they are seconds apart). Therefore the ste admin bans the whole range of addresses meaning that you who may be on another address in the same range get banned.

Then there is IP spoofing.... ah this net thing ... it sure is a minefield

It's also possible to spoof an IP address, though it requires some technical skills to do.

ask him what IP he has banned

then goto to www.whatsmyip.org and see if it is the same

unplug your router from the Internet overnight and reconnect, then goto to www.whatsmyip.org and see if you get the same IP address
