No, you need to download iTunes 9.2 beta - Mac only - then download the .ipsw file for iOS4. If you don't have a developer account then they're all over the torrents and download sites. You're own risk of course.

If you are on a 3GS then you'll have multi-tasking. When you press home button when in an app it takes it to the background, it does not fully kill it. If you want to kill it, double-tap home and then tap and hold on the icon in the status bar and a little delete icon appears, tap again and it's quit.
I've not had a chance to play with the features of iOS4 yet, I've been compatibility checking against it and there are quite a few changes that will no doubt cause developers to have to update their apps for iOS4, as some things might not work as expected if you're app was written for prior iOS versions.
It'd be a wise move to also get the apps updated with new @2x versions of any graphical assets so they look nice on the iPhone 4's new display.
I'm not updating my personal phone yet, I'll wait for a while after iOS4 is out, just so we can see what issues there are with it, plus I'll get enough use with it at work to decide if it really is worth upgrading. Same goes for iPhone 4, we will have a couple at work so I'll play with them before deciding if I want one, plus of course we don't get them in Canada at the same time as the US, so it'll be a real try before you buy situation.

Blimey that closing the app down completely procedure sounds a bit convoluted! I'm guessing a lot of apps will be updated with the option to 'exit' it.

On iOS3.x when you press home of issues a terminate command to the app. Under iOS4 multitasking it does not send the command when you press home. Not sure what command it sends something like go background. Now, when you so the double tap and tap and hold it does not sedn terminate either it actually kills the app. From what the dev chaps said it will only get a terminate command when an app is in the background and there is low memory, at which poin it is issued a terminate command. I am told this would be a fairly rare situation
yes, iOS4 is slated for release on the 21st. This is why quite a few revs are working rather hard to get apps approved prior to the release so that when people update existig apps won't do horrible things under iOS4

If it is the gm seed then you should be good as I doubt they would release a different build. I would be really annoyed if there was a difference as I've worked my **** off testing against the gm and I would need to retest everything

well did it on wednesday night and it seemed to go okay.
Couple of odd issues :
Enterprise support and exchange mailbox :
It seems that the new security features meant it asked me for a pin code or token ? Never had this before so for a while my work mail account was not working.
A couple of apps crashed, obviously they have not been updated for the new os4, like the Telegraph News online app and my SatNav app.
Apart from all that, the folders are a blessing. Down from 8 pages of swiping to 3

I'm guess the PIN code is part of the update, although I have defined on our Exchange server that all mobile devices must have a PIN code, so this was previously enforced by my server and would not let the device attach and sync up without it. I also have enforced encryption and have the ability to remote wipe.
I think two apps don't work, but I can live with that, as I'm sure they ware busy being fixed!

Pocket Universe was updated last night, it now resumes instantly, lovely. Apple really have taken a new direction with Multitasking and you know what, they've chosen the right path... again.

It's very good, subtle as ever but everything is well thought out. If you're unsure I'd hold out, not many applications have been updated for the new OS so you'll get a false impression of some features and some parts are not released - iBooks for one.
I have one application that crashes - it's crap anyhow - and Exchange Support for Google Apps seems to drain the battery, I've switched back to IMAP to test.
