Default Web content filtering for the home

A friend's teenager has just discovered **** and, apart their concern over the content, it's killing their monthly download limit. Apparently the kid has his own laptop that seems to be out of the control of the parents so a software solution might not be the answer. Does anyone have any recommendations for alternatives? Hardware or hosted maybe?

The router may also have the ability to restrict certain websites or bandwidth and even say when the internet is available to him.
