I assume that the phone is out of warranty? If not then you could see how much Apple would charge to fix it. First born plus an arm or leg probably required as payment, but you never know, might be cheaper than that.
Can't comment on the screens really, but I'd rather pay a bit more than a tenner on ebay, quality could be ok, but you never know.
As for replacing it, have a look here. Repeair guides for all the iPhone models, and it does specifically have one for replacing the display, also has prices for parts, US dollars though so probably a US company.

If you search the internet you'll come across guides and few sites selling parts, i checked when mine was having signal problems, thankfully the people in the Apple store were a lot more helpful then the tossers at O2 and changed the phone. Have you damaged the glass of the screen it self, seen both parts available £40-50 mark.

The screen I touch has a crack in it, I bought the phone 2nd hand so I don't know how warranty would work. The phone only has 3hrs worth of calls in it's lifetime so I doubt it's very old. I have watched the videos on YouTube for replacing the glass and it seems reasonably easy but if it can be done on warranty
