There are new tv cards out now with mpeg2 compression is it possible to get a download which will enable mpeg2 on on older capture cards.

Try www.vcdhelp.com has lots of useful info about video capture/ burning VCD SVCD DVD, converting between formats etc. Has info about lots of TV cards any any issues or problems with them. Will probably have something there for you, it's an excellent site

I think the newer cards have hardware to do the conversion on the fly, otherwise you need to save as AVI then convert later.

Yes, capture in AVI, then use a software based MPEG1 / MPEG2 encoder to convert such as www.ligos.com
