I am about to put an add in the local press for a temporary position we have in our office.

We need someone who can create/manage a website, plus do some basic graphic design.

Why employ someone rather than get a freelancer/contractor to do it?

We have been using a freelance company to do some work for us,but i am not entirely happy with the way things have worked out.
I feel we can benefit from having someone here full time, who can do a bit of everything. We need little things done on a daily basis that we cannot bother an outside company with .

lIt's also a post that could most likely turn into a full time job.

Personally, i wouldnt employ someone either. If your freelance company didnt work out, id start by looking for a new one.

You did say "a temporary position we have in our office" hence the question, if its a full time role for someone who can then do a bit of web stuff then fair enough...

To answer your question

What are your requirements ?
Is design more important on the project than development ?
Do you require a dynamic or static site ?
Is a backend relational database involved ?

If the answer tends towards design, with static contents and no relational database, then look for a web designer with skills in graphic designs, CSS, maybe flash, silverlight, DHTML, XML, javascript etc .....

On the other hand, a web developer will be appropriate for dynamic content depending on how hardcore you want to go, from php/mysql to asp.net/msssql with OOP skills in c#/vb.net, but with strong client-side scripting in javascript etc....
AJAX/JQuery is a must have for web developers to give a good UI.

If this is overwhelming, go to Elance | Hire experts to do your work: outsource to companies, consultants and freelance professionals., where once registered, developers/designers will bid for the job as per your submitted spec from all over the world. You'll be surprise how low some will do a very good job.

Good luck.
