You can do this in Windows Movie Maker (that comes free with Vista). Just load in the video, apply a "rotate 90" effect, and export the video as a new file. Job done

- Import clip
- Drag clip into the first slot on the timeline (at the bottom of the screen)
- Select "Edit->Effects" from the menu displayed at the left side of the screen
- Find the Rotate 90 effect, and drag it down on to of the clip you just put on the timeline.
- Export video
