Default ISP`s blocking port 80 ?

i have just read on a website that some ISP`s are blocking incoming traffic to port 80.

is this a new thing?

having troubles logging into the work cctv system via the web and have been wondering if the ISP (iirc work is AOL) has blocked incoming traffic.

checked an online port checker and keep getting a "connection refused" error saying it could not find a service.

nothing on the pc/system has been changed, it reboots every morning at 7am and auto updates has been switched off for the past few years, tried running a seperate http server program that i used to use, this logs any connections made, and nothing is showing.

also checked the netgear router firewall and that is free.

only thing i can think of is that AOL have been meddling recently ?

Maybe, also off the top of my melon

PC on DHCP? has it been assigned a different IP address to what it normally has i.e. 192.168.0.4 instead of 192.168.0.3 for example?

also, best to keep the machine up to date especially with externally accessible services running on it
