definitive way to emulate frames with CSS ?
We have a database driven site that must use the following layout:
1) Fixed header, 100% screen width, 120px high showing drop-down list
2) Scrolling content area, 100% screen width, * high, showing database rows
It'll look a bit like this (we don't need the fixed footer or resizable header):
As frames are a no-no, I really need a *definitive* way to implement the above with HTML & CSS
The examples I've seen so far use position:fixed which IE6 and below don't support properly. Some people use a "bug" as a workaround, which to me, isn't a clean solution at all.
Has anyone got a better solution with an example ?

done something similair here: Welcome to the first Asia Triennial Manchester 08.
this uses a div and a little bit of code from a third party developer. Dont know if its clean enough though.
