I think you'll be completely ignored until such time that you actually give some detail concerning what the heck you mean...
I assume you're talking about a browser? Which one? Which version? What OS? Which new tab opens? What's the webpage it opens? etc. etc.
It sounds like an IE browser hijack... in which case use a good anti-virus / anti-spamware / anti-trojan killer to get rid. Later versions of IE have an option to reset IE settings to defaults, you could try that if you are on a later version of IE.
You need to give more detail as to exactly what he problem is before anyone stands a chance of helping...

Sorry mate i think its the IE hijack you mentioned,how do you reset the defaults as you suggested?im running vista by the way,cheers.
i have a page up on ie then another page appears from no where as a 2nd tab?

If you've got a fairly recent version of IE, and you should have if you're running Vista, then try:
Tools, Internet Options, Advanced (tab)...
"Reset Internet Explorer Settings"
This should reset much of IE, and remove any addins, etc. Worth trying first....
