Counter Strike and XP

Morning all,
Question regarding Counter Strike and XP. In one of the threads someone mentioned a patch for CS when running XP, what it the patch for?
Every time I exit out of CS my PC hangs I can’t Ctrl Alt Delete or anything just have to turn the machine off. Now it has started to not run CS, I double click on the shortcut (whether through Gamespy or the start menu) and nothing happens. The cstrike.exe is running according to the task manager but there is nothing on the screen??
I have tried running CS in a Windows98/ME environment but this made no difference.
Is this due to switching off the PC while trying to exit CS??
Or is it a something that could be fixed by this patch??
