i currently have a PAL wii, and am getting a dc2key fitted. Will i be able to play games from other regions with it?? and what firmware version do i need to be running

Some, yes. Some will require patching, some 'brick blocking' as they have different region firmware updates on the disk.

It's worth keeping up with the PAL updates to remove the possibility of bricking via a incorrect region update. 3.0e is the latest.
d2ckey isn't itself firmware updatable AFAIK.
There are some mutterings of a v2 of the d2ckey with less wires from the same people..
