if you create another email, then save as draft, can you delete that one?
First up, delete the message, quit and relaunch mail, then select the Draft mailbox for that account and from the Mailbox menu select the "Rebuild" command, see if that clears it.
If not, then navigate to ~/Library/Mail/ (that's the Library folder inside your home folder) View the Mail folder by list and sort by date modified, look for a folder modified today. In my case I have a folder called POP-mwarren@IPAddressOfMailServer. That will be the mail folder for an account, so find the modified one that relates to the account you have with the stuck draft email.
Open that folder and inside you'll see a Drafts.mbox folder, open it and open the Messages sub-folder. The file(s) within will be the draft messages. If there is only one in there, then it'll be the draft you cannot remove. Quit Mail.app and then delete that file (it'll have an .emlx extension).
Relaunch Mail.app and regardless of wether it still shows up or not, select the Draft mailbox for that account and from the Mailbox menu select the "Rebuild" command.
