Yes it is. They haven't yet decided on the region locking standard of HD-DVD so fill ya boots 
Although that's true for the HD DVD add on, I'm not sure about the standard 360 drive.

)There was a dashboard update on day of release of the hddrive fixing some *issues* so they may have locked it also.

bob269: The HD-DVD drive isn't region coded yet because no region codes have been implemented on any of the current HD-DVD discs or drives.
