Noisy laptop fan

I know it's there for a reason but can I set it to come on at a higher set point temperature or just slow it down? My colleague has a similar machine spec. and his fan is almost silent.

Probably clogged up with dust. Blow really hard into it a few times when it's running.. then retreat!
