Default PDA in car charging ??

Anyone tell me exactly what I require to power my ipaq 5450 pda straight from the cig lighter ?? may sound a strange question ??!! but having recently purchased an in car charger for this pda that obviously hooks up to the cig lighter, was under the impression that when this was plugged in and the actual pda was turned on then this would power the actual pda rather than just charge it which would happen if the actual pda was turned off, but no seems it is just charging it, I know this because when the pda`s battery is very low then plugging it into this set up will just start the charging process and there is not enough to actually power the screen.

what exactly do I need ??

I puchased a powered mount for my iPaq 4150 - mainly for Sat Nav use but same could apply to just powering.
