PS2 and PC on line - Socom 2
I have the Socom 2 on PS2 and I can play it online.
The question is: if my friend gets it on his PC, would we be able to join the same servers as he doesn't have a PS2?

The two formats will use different servers because they are different formats, they use different code, different hardware, different everything. That would be like trying to have a PS2 play an Xbox at the same game, its just not going to happen.
As far as I am aware there is no software that can sit in the middle of different game formats and allow them to communicate live game data.
P.S. I could be wrong as I am not a developer but i'd be very surprised if I was!

Final Fantasy XI allows players from PC, PS2 and Xbox360 to play together so it is possible technically but developers obviously are loathe to include it. This could be to dev time or differences between the game versions on the differing platforms.
But to answer your original question... no, you wont be able to play SOCOM 2 on different platforms.
