Probably not the best way, but it's how I've done it.
1. Put your banner on a new page, don't use this page for anything else.
2. Go to the page where you want it to appear and click "insert"........"component".........."include page". In the properties box browse to your banner page.
Put the "include page" on every separate page of the site. When you update your banner page it will automatically update all the pages. Particularly useful if you put your navigation on the banner page as well.

If you can use asp, you don't need to use flash to include a banner. You can just include a bit of normal old html...
<p><!--#include file="bannercode.inc"--></p>

...or php
<p><?php include 'banner.inc';?></p>
Although (and I guess this is true for ASP too) if you include things in your .inc files they can be seen in the browser so either dont store things like database connection usernames/passwords in there. If you need to do that, name the file banner.inc.asp or banner.inc.php....
