Question Photoshop question

If I have an art work thats been flattened/merged in to one layer, is it possible to 'un-flatten' the images so i can move then around?

no mate, once the layers are flattened, you have no chance.
sorry to be the one to tell you

if it was you flattening the image then the history tab would be your friend, but if you have saved it and then opened it , then no.

if you got the image from someone else, then again no, unless they have the original
