services applet in control panel - down the bottom of the list (if in alphabetical order)

Depends on your privs, not available to all users, on later versions its under administerative tools.

cant remote access it, damn NT

Get a copy of srvinfo.exe from the NT4 resource kit and then run it from a command prompt of your local workstation ie- srvinfo \\server_name_here
