A friend of mine has recently purchased a Dell Notebook and all software was pre-installed. She now needs to re-install Windows, as it will not boot, but there were no CDs shipped with the PC.
Is this standard practice for Dell and how does she go about obtaining the missing CDs?
I know of other people with Dell computers and they all received Windows XP, Microsoft Works and driver discs.

This depends on the deal you buy (mostly)
Most cheap PC's come with an OEM version of windows which means once the PC is formatted you have to buy another copy.
This is one reason they are so cheap(apart from cheap memory etc :P)
