Got this on Xbox last week..
Other than the free roaming aspect the gameplay is pretty much the same as the 1st one.(Drag/Drift/Circuit/ etc) However the lfree roaming levels are huge and they have spent alot of time improving on the textures/lighting/weather effects.
Also the amount of tuning and parts available for your car is massive and enough to keep you busy winning cash to tune your car to the max.
Chances are if you liked the 1st one then you will like this one...

Yep, got this on the xbox and agree with the above. If you liked the first one, then you'll like this. The cutscenes are pretty bad / cheesy, but the game itself is great fun. Basically the same as the first game with bigger / better graphics, better sound, bigger cities, free roaming, and a lot more mods

i have it on ps2, you cant completly roam free, youi have to complete urls to unlock new parts of the city, ive just unlocked the harbour. imho its a lot better than the first specially since you can really mod the cars now including hydraulics
