Mac OS X 10.3.x *should* have built in IPSEC client (seem to recall that OS X Server 10.3.x has VPN built into it, so the client side supporting it would make sense). To be honest I've never used it, so can't really comment. I *think* you can use the "Internet Connect" application to configure things on the client side.

As mentioned, have a peek in /Applications at Internet Connect. Mine has a VPN button in it, which allows me to specify the server to connect to.
