exchange 2003 licensing guru needed

exchange 2003 licensing guru needed
anyone work in london and fancies helping me out for £££
basically got a win2003 pdc and exch2003 server with supposidly 20 exchange cals on them.
The licensing is all showing up as unlicensed users, so basically using ONE cal, and causing an outlook to exchange time delay (every hour or so the user gets a "waiting for data transfer from exchange server" or similar message.
any ideas??
I got full onlicensing with eopen for these servers.
