The easiest way would be to make a batch file with the command "shutdown.exe -rf" (may have to use the full path to shutdown.exe) in it then add the batch file to the system scheduler

I think you need to have terminal serverices installed (in remote admin mode?) then it gives you "tsshutdn"
You can then issue
"tsshutdn 60 /reboot"
And it sends a warning to everyone loged on.
