cant access control panel!!!

cant access control panel!!!
been given a pc to look at ( slow running locks up etc)
when i go to access control pane, or any other system files, i get the following message
access denied and a x icon.
there is no password set up on the pc but it is one supplied by a little pc shop near us..
the usual no windows disk given!!! and i can evel access the boot bios, thats disabled too
grrrr
any ideas how i can get the bgrr unlocked so i can install some h/ware etc

more info needed....
what version of windows are you running??
To get into the bios use the bios reset on board, look for a jumper near to the cmos battery, short the pins, will clear factory settings.... however perhaps don't bother, may make things worse.. as long as it boots just worry about your other problem...
I would make sure win installer is working first, as this is a known problem with add/remove programs & control panel..
As with any MS product, follow the fresh install process, takes little more time but worth the effort.

Bollocks forget all the above.., just read you post properly!
your prob getting "access denied" as your account has user/power user policy in force.. this suggests NT/2K/XP.. various hacks available for capturing local admin account & access etc..

oops forgot to add
win 98!!!
its an all in board vga sound etc...
i dropped the hd out and ran some tests on my other mc/
lo and behold spyware and virus,s
the biggest problem is a multiple file opening and trying to run (55) times!!!!
no wonder the bloody thing is so slow....
i wanted to get into the system/ control panel to have a mooch and see if it was h/ware related..
i will stick it back into the original m/c and have another delve
If my memory serves me correctly, isn there a file you can delete that gets rid of all the paswords etc

done the pwl bit
no joy
reset bios, and all ok there ish
i have removed the bios password, but still cannot get in under boot conditions!
ie press del del does nothing....
tried restoring the registry ( no change)
cant run spybot as it throws an error, will have another bash tonight
may just format & start again
