Win98 SE - Won't shutdown

As above realy. Reinstalling an old but capable Pentium 1 with Win 98 SE. Have done so twice but it won't shutdown ??

Just stops at the 'Windows is shutting down' screen.

The motherboard does not support auto power off.

Also no scan disk or safe mode option once it's been powered down and restarted, as if it 'did' shutdown ok.

I seem to recall that there used to be a 'patch' to deal with Win98SE shutdown issues?
