if you download mozilla and use it instead of IE you can disable popups in the preferences. it works fine with 99.5% of websites and it's free. i prefer it to IE in any case. get from it www.mozilla.org

Some firewalls also include decent pop-up blocking aswell now.
You are using a firewall aren't you?.....
I could tell you about the very clever trojan attack launched against a colleague of mine a couple of days ago exploiting kazza downloads. Make sure your AV is up-to-date as well. Pop-ups will be the least of your worries if you don't run adequate protection.

Number of issues here. If you have kazza lite for example then it includes spyware (Gator) which will show its own annoying popups. Get AdAware to stop this.
If you are getting browser pop-ups then one of the blockers mentioned will do the job fine.
There is however another form of pop up showing itself at the moment. It use the Windows messenger service (not MSN messenger), if you are seeing grey dialog boxes with a message then this is the problem. You can stop these by disabling the messenger service or using a firewall to block external IP addresses contacting it. It isn't a service that is used much these days so I'd recommend stopping it. Have a look on the Microsoft Knowledge base, this is a known bug in the service and they provide full instructions on disabling it
