There used to be a command in later versions of DOS that would allow it to report as being an earlier version.
Edit: just remembered, SETVER was the command
e.g. you have DOS 6.22, application interrogates OS to find the version number, OS reports itself as DOS 3.3
Maybe that command is still in the Windows command interpreter?
PS: I'm pretty sure I have the DOS 3.3 disks somewhere, but they'll be 5.25"

Blimey. Just checked and SETVER is part of the Win2K command interpreter:
H:\>setver /?
Sets the version number that MS-DOS reports to a program.
Display current version table: SETVER [driveath]
Add entry: SETVER [driveath] filename n.nn
Delete entry: SETVER [driveath] filename /DELETE [/QUIET]
[driveath] Specifies location of the SETVER.EXE file.
filename Specifies the filename of the program.
n.nn Specifies the MS-DOS version to be reported to the program.
/DELETE or /D Deletes the version-table entry for the specified program.
/QUIET Hides the message typically displayed during deletion of
version-table entry.
