Blocking acces to Programs - Win2k

Full Windows 2000 Domain with AD.
I have a user who logs onto someone elses machine and I need for him to only be able to use 1 program and not several others that are installed.
Can I do this via Group Policy or should I just customise his (roaming) profile by removing the programs from the start menu etc?
