If you using an external smtp relay client other than your ISP's you will need to tell Outlook Express to use authentication for external smtps which I believe should solve your problem.

Within Outlook you need to goto > Tools > Accounts
Within Accounts select Mail Tab
Highlight your Mail Account and click on the Properties Button Within the Properties, click on the Servers Tab At the bottom you will see Outgoing Mail Server Check the My server requires authentication box and then click on Settings button Enter in your details Once done
Click on the all the OK buttons to save the settings
You should now be able to send out going mail
