Just installed a firewall, and this baby is trying to access the net.I've blocked it from doing so for the last couple of days, and dont seem to be suffering anything untoward because of it.

Do i allow it access or shall i block it permanently?

spoolsv.exe is the critical Windows service that runs print services.

The only problem you might (and I say might as I am not sure) have is printing from the web.
