OEM copies for Windows XP - can they be reactivated?

Question

Got a question about OEM versions of Windows XP - does MS use the product activation functionality to ensure that an OEM version only gets used on the host PC in its original form?

Or can you change the PC hardware as you like and simply contact MS for reactivation, whenever you change the hardware enough for reactivation to be required?
