There's a good chance you have a modem in it? Which is set to wake up the PC when it detects an incoming call. Does the PC share the line with a fax or anything?
It is possible to turn off the wake-up on modem ring in the BIOS usually. As a starter though, just unplug the modem from the wall and see if it continues.
