MP3 - Copyright Question

If I create an MP3 that is using entirely original work (for instance it just says "Puff The Magic Wagon" in my voice) & I wish to incorporate that MP3 into a program that I create (upon action run puff.mp3) & then I wish to publish/sell/rent that program to people, are there any proprietry issues I need be aware of? IE do I infringe any known licences by using the mp3 format in my program? Should I be paying someone for that?

You own the intellectual property to your mp3 (or any work you do as long as it's original), as long as you meantion it somewhere in the program (help about screen for example) and also on the licenceing part when installing that should be ok. (but don't take me word on it)

If you use a piece of software to encode it written by people who are correctly licensed, then your program uses the Windows (assuming windows!) Media API to use the MP3 codecs present in windows to decode it I can't see there being a problem.
Basically it looks like:
Free decoder: No License
Pay/Shareware decoder: Needs license
Encoder: Needs license
