Question

I have a pic and i want to blur or do a similar effect the whole pic apart from the center area, how do i do it?
I want to focus on the center of the pic.

Select the bit in the middle with the lasoo tool, and then SELECT>Inverse, then FILTER>Blur>Gaussian Blur.

Experiment a bit - gaussian blur is good for starionary objects like backgrounds on portraits, but if it's moving motion blur is better - and radial blur is good for wheels.
