Win2000 Shutdown problem

Had a trawl around MSDN but can't find an answer, was hoping some of the Server\pc support guys might know this.
Purchased new mobo and 9500 ATI graphics, and rebuilt pc from clean 2000 install up. Patched to SP3 plus ALL required updates.
On shutdown, pc restarts 3-5 second after shutdown completes.
I remember this being an issues on 98 and there was a hotfix for it, the video drivers were the problem at the time.
