photoshoip filter - blinds ?

I have a bitmap onto which I'd like to apply a filter which I would describe as "blinds"

eg. on every alternate horizontal line of the image, put in a black line.

Does anyone know if there's an easy way of achieving this effect in Photoshop ?

Black Pen ?

Download this filter has two Photoshop filter called even lines and odd lines. Should do the trick.

I don't have PhotoShop installed at the moment so can't say if it works or not.

UPDATE: Doesn't seem to work - has no effect on any image that I can see, unfortunately.

I'm using Photoshop v7

I take it you are talking about scan lines. If you are, see this link for an easy way to go about doing it yourself.

UPDATE: That tutorial shows how to do it, but I the line height is too big - I need a scanlines that are only 1 pixel high.

I've uploaded a simple scan lines images for you.

right click and save as

Simply open this up, paste as a new layer over your image and adjust the transparency. If you want it to start off as a different colour to white, open it and add a new layer to the image, fill that layer with the new colour, and set the layer property to colour, that should work. If you are still having problems, let me know, I'm happy to help.
