Could any ms outlook owners tell me if there's a filter to limit incoming emails to only a certain size ?

eg. anything bigger than 100k doesn't get downloaded ?

yes go into tools > rules wizard > set up new >
Check messages when they arrive > next >
scroll down near the bottom there is a rule on size
add your settings
